A voice recorder that requires minimal permissions: all it needs is RECORD_AUDIO. It saves its recordings in its internal cache directory, so it doesn't need permission to read or write your external storage. To export a recording to another app, you share it-so you can send it by email, by Bluetooth, whatever your device supports.
